STATE OF VERMONT

Woodstock, November 2, 1863.General Order No. 2.
The quotas of the several towns in this State, under the call of the President of the United States, for 300,000 men to serve in the regiments and companies now in the field, and for the deficiency of the State under the United States' draft, are hereby assessed as herein stated.
The first column states the number of men to be raised by each town, as its proportion of 300,000 men, called for by the President, to serve in the several regiments and detached companies now in the field from this State. In assessing this quota, each town has been charged with its proportion, according to its number of men enrolled in the first class, of the whole number assessed upon th eStates, as the quota of the State of 300,000 men required by the President's Proclamation, and has been credited with any surplus of men furnished by such town, above all quotas heretofore assessed, including the quotas of such town under the draft; and the quota assessed and stated in this order is the number to be raised by such town to serve in the old regiments, after charging the town with its due proportion of the whole number to be raised in the State, and deducting therefrom the surplus, if any, previously furnished by such town.
The second column states the deficiency of each town under the United States's draft, and is the number of men to be raised by such town for the purpose of filling the new regiments and battery heretofore ordered by General Order No. 2, dated August 3, 1863. In assessing this quota, each town has been charged with its proportion , according to its number of men enrolled in the first class, of the whole number heretofore assessed upon the State, to be raised by draft, and has been credited with the aggregate of the men drafted from such town, who entered the service, procured substitutes, or paid commutation. This quota will be reduced by any number of men, who have been held to service under the draft, since the date of the returns of the several Provost Marshals, upon which the deficiency as herein shown, was computed.
The third column states the aggregate of both quotas assessed upon each town, and is the whole number to be furnished by such town for filling the old regiments and completing the new regiments and battery, which the State is now raising.
