I. CORRECTION OF ENROLMENT.

A. A. Provost Marshal General, Brattleboro, Vt.:Sir -- I have received yours of the 14th inst., in reference to correction of enrolment by dropping men removed.
I respectfully submit, that it should be made the duty of the Provost Marshal, in all cases, to give such notice to the Provost Marshal of the district to which the removal is made, and ensure the re-enrolment of the man in that district. This would involve, of course, the necessity of obtaining satisfactory evidence from the Selectmen of the town asking the correction, both of the fact of removal and, if practicable, the place to which the removal has been made. When that evidence has been furnished, it would seem that the duty of the Selectmen should cease. If the removal is to another town within the State, there can be no difficulty in causing the re-enrolment to be made, without imposing any duty, or responsibility, upon the Selectmen, and if the removals have been made to another State, there is the strongest reason why the notice to be given to the Provost Marshal of the District in that State, to which the removal has been made, should be official, and given by the Provost Marshal of the District from which the removal is made, an by whom the evidence of the removal has been obtained and can be transmitted.
The Selectmen may be able to prove definitely that the man has removed to a particular town in another State, perhaps remote; but they have no means of knowing within what district the town is situated, nor how to address their communications; and any information which they should give the Provost Marshal of that District would not be regarded as official, and to subject the Selectmen, and the towns which they represent, to the delay, and in case another call be imminent, the hazard, which would result from that delay, in procuring a certificate of re-enrolment, is, I respectfully submit, to be avoided, if possible.

The following instructions are issued for the information and guidance of Boards of Enrolment in this State. When the authorities of a sub-district report a man as having changed his residence, and request that his name be dropped from the Enrolment lists of such sub-district, Boards of Enrolment, before dropping him from the lists, will first ascertain from the Selectmen, the name of the town to which the person has removed, and when the facts have been ascertained, will write to the Board of Enrolment of the district to which the man has removed, calling attention to the fact and requesting that his name be added to the enrolment list of the sub-district in which he has taken up his residence. On satisfactory evidence that such has been done, the name of the person will be dropped from the enrolment list of his former place of residence.
There will, in all probability, come before Boards of Enrolment some cases where men have removed, and it is found impossible to discover their whereabouts. In such cases, (after every effort has been made to find out the new place of residence without success,) such men will be dropped from the lists, the Board of Enrolment making a remark to that effect opposite the names of the men dropped.
